“The attached survey is proposed to gather information concerning the prevalence and impact of convening virtual governing board meetings pursuant to amendments to the Budget Bills (HB 29 and HB 30). The Budget Bill amendments only permit virtual board meetings under Governor-declared states of emergency and require governing boards to satisfy conditions relating to notice, access and preparation of minutes. The Budget Bill amendments will expire June 30, 2022.
The information may be used to evaluate whether legislation should be introduced in a future legislative session of the Virginia General Assembly to expressly permit virtual board meetings through amendments to the Virginia Condominium Act and Virginia Property Owners’ Association Act.”
